‘Why cannot these people use the bins provided in the streets?’

• WHY are people treating our streets as rubbish bins?

Everywhere you go you encounter discarded bottles, plastics, cardboard, broken glass, clothing, supermarket trolleys, food including take-away cartons with unwanted contents strewn everywhere, newspapers, building materials, you name it, it is there!

Why cannot these people use the bins provided in the streets?
