How can the pavements be policed?

• YOUR report tells us: (Police to crack down on pavement cyclists, January 30).
I cannot see how they can police this. First there are no police on the beat any more to monitor petty crime in the street.
Second it is not only a question of those cyclists who snatch valuables but all cyclists and also skateboarders who grace our pavements with their unwanted presence.
Who is there to catch them and punish them? And who is going to fine these people who are breaking the law?
I never see a policeman on the beat these days and it would be a good idea to reinstate this. I am not against cyclists but they should stick to riding in the road and not on the pavements endangering all ages of pedestrians.
