Evading bus fares is endemic

• I HAVE lost count of the number of times that I’ve witnessed fare-evading bus passengers being allowed to travel free, courtesy of benevolent and “friendly” bus drivers who seem pleased to comply.
It appears any excuse is good enough. “I’ve lost my bag or pass, or I forgot to pack it this morning.”
In fact I have seen the same person perform this “act” more than once in the same day.
What, if any, is the policy here? Or is there one?
No rules, just guidelines. I have witnessed the same activity on several buses in different areas over a day. It’s endemic.
Drivers are not interested in confronting fare evaders. The maxim seems to be anything for a quiet life. And, now, Covid-19 is given as the all-too-ready excuse.
I recently remonstrated with a bus driver over this and the response was “what do you expect me to do?”
Perhaps they are acting on instructions from City Hall. One way or another this flagrant abuse of the system needs to be tackled.
