Unlike other road users, cyclists do not pay any licence fee and are the first to abuse the rules of the road, which apply to all other users.

Yet again, here is another appalling misjudgment on the part of those who purport to be in power but evidently are not, with such poor choices of how to spend our hard-earned cash taken in taxes.
